Accident insurance pays an agreed amount if an accident leaves you with permanent disability, puts you in hospital or, in the worst case, ends in death. The payout does not depend on who was at fault or how much you actually spent. We went through the offers of seven insurers in Croatia and compared the policies whose prices or sums are published. Annual premiums range from 6.64 EUR for Croatia osiguranje's basic model to 109.71 EUR for the Generali package that pays 66,361.40 EUR for full disability. We checked everything on 28 September 2026 on official websites, in IPID documents and in the general terms.
This article is for anyone considering a first policy, parents choosing cover for school-age children, and people who already pay for a policy and wonder whether the sum is high enough. Accident insurance is voluntary and supervised by HANFA. If you want to protect your family in case of death from any cause, see our guide to life insurance.

Premiums come from the insurers' official price lists and brochures. Wiener's price leaflet dates from January 2024 and UNIQA's brochure from the euro changeover period, but both are still the only price documents on the product pages. GRAWE and Allianz do not publish prices; you get them in a quote.
How accident insurance works
According to Wiener's general terms, an accident is a sudden event, independent of the insured person's will, that acts on the body from outside and suddenly, and causes death or disability. The most common covers are accidental death, permanent disability, hospital daily allowance, daily allowance for temporary incapacity for work, medical costs and payments for bone fractures or burns.
Disability table. For permanent disability, the insurer pays the same percentage of the sum insured as the disability percentage in the table. With a sum of 10,000 EUR and 20% disability, the payout is 2,000 EUR. The percentage is set after treatment and rehabilitation end, and the consequences must appear within one year of the accident. If you already had a disability, only the difference is paid.
Progression. Progression increases the payout for more severe disability. At Wiener, a percentage below 51% is paid once, from 51% to 76% twice, and from 76% to 100% three times, so 100% disability on a 10,000 EUR sum pays 30,000 EUR. For minor injuries progression changes nothing, but for serious ones it decides how much money you actually get.
Reporting a claim. Wiener and GRAWE require notice within 3 days of the accident, or as soon as your health allows, and Croatia osiguranje asks for written notice as soon as possible. You submit the policy, proof of how the accident happened and medical records. Under Allianz's terms, payment follows within 14 days of notice, or within 30 days if the circumstances need to be established.
Several policies. Accident insurance is sum insurance: the amount is agreed in advance in the policy (Civil Obligations Act, Art. 966), and the rules on double insurance apply to property insurance. So payouts from several policies generally do not reduce each other, and a school policy and an individual policy can both pay. The exception may be cover for actual medical costs, where you are reimbursed for what you paid.
The market is not small. According to the Croatian Insurance Bureau, 77.4 million EUR in accident insurance premium was collected in 2024 on 3.18 million policies, almost a quarter of all policies in Croatia. HANFA statistics for 2025 show premium rising to 85.58 million EUR on 3.53 million policies.
1. Generali - Paket 500 razloga
Foto: Generali, generali.hr
If severe permanent disability is your main worry, Generali's package offers the strongest protection we found with a published price. The base disability sum is 13,272.28 EUR, but with 500% progression full disability pays 66,361.40 EUR. For 109.71 EUR a year you also get accidental death cover (13,272.28 EUR), a one-off payment for serious injuries of 5,308.91 EUR and rescue costs up to 6,636.14 EUR.
The package also includes a hospital daily allowance of 6.64 EUR, which is honestly more symbolic than useful, and a bone fracture payment of 265.45 EUR for outpatient treatment, or 530.89 EUR if you stay in hospital more than 9 days. For an extra fee you can add a monthly annuity for disability above 70% or a women's package covering breast cancer. The premium applies to occupational risk class 1, and people aged 18 up to their 75th birthday can be insured.

|---|---|
| Annual premium | 109.71 EUR (occupational risk class 1) |
| Permanent disability | 13,272.28 EUR, 500% progression (100% = 66,361.40 EUR) |
| Accidental death | 13,272.28 EUR |
| Hospital daily allowance | 6.64 EUR |
| Bone fracture | 265.45-530.89 EUR |
| Age | 18 up to 75th birthday |
Pros: the highest payout for severe disability, hospital allowance and fractures included, all sums published.
Cons: the most expensive published package, fixed covers, no online purchase, and a modest hospital allowance.
Our opinion: For adults who want serious protection against severe disability, this is the best policy with a known price. The roughly 80 euros a year more than Wiener Protect buys a higher sum plus fracture and hospital payments.
2. Wiener - Protect and Protect Plus
Foto: Wiener osiguranje, wiener.hr
Wiener's policy has the best ratio of price to sum in this comparison. Protect costs 30 EUR a year and covers accidental death with 5,000 EUR, an extra 5,000 EUR for death in a traffic accident and permanent disability with 10,000 EUR. Protect Plus costs 66 EUR and raises the sums to 15,000 EUR for death and 30,000 EUR for disability. Both have progression up to three times the sum for disability of 76% and above.
What we found nowhere else is private liability of 10,000 EUR: if you accidentally injure someone or damage their property, the policy pays, anywhere in the European Economic Area. According to the IPID, you can also take out the policy in Erste bank's George internet banking and pay in one go or in instalments. Recreational mountaineering, martial arts, horse riding, diving and motor sports are excluded.
| Item | Detail |
|---|---|
| Annual premium | 30 EUR (Protect) / 66 EUR (Protect Plus) |
| Permanent disability | 10,000 / 30,000 EUR, up to 3x at 76-100% |
| Accidental death | 5,000 / 15,000 EUR (+ the same again in traffic) |
| Private liability | 10,000 EUR |
| Age | 18 to 74 |
Pros: low price for progression up to 300%, liability to third parties included, sign-up via George.
Cons: no hospital allowance, fractures or medical costs, and the price list dates from January 2024.
Our opinion: Protect Plus at 66 EUR a year is the best choice for an adult who wants to cover the big risks. For minor injuries and sick leave you will need another policy.
3. Croatia osiguranje - Aktiv and Aktiv Plus
Foto: Croatia osiguranje, crosig.hr
The cheapest accident insurance on the market is bought online in a few minutes, with no medical exam and at the same price for everyone aged 18 to 65. The Aktiv model at 6.64 EUR a year covers death only: 3,981.68 EUR for an accident, 2,654.46 EUR for a traffic accident and 3,318.07 EUR for sudden death from illness. It has no permanent disability cover.
Aktiv Plus at 13.28 EUR adds permanent disability up to 7,963.37 EUR. The sums are low, and that needs to be said plainly. But for a little over one euro a month you cannot expect miracles. Croatia osiguranje also has insurance for pupils and students at 3, 4 or 5 EUR a year, with 100% disability of 15,000 to 26,250 EUR, medical costs up to 1,750 EUR and a hospital allowance of up to 30 EUR, for children from kindergarten to students up to 28.
| Item | Detail |
|---|---|
| Annual premium | 6.64 EUR (Aktiv) / 13.28 EUR (Aktiv Plus) |
| Permanent disability | up to 7,963.37 EUR (Aktiv Plus only) |
| Accidental death | 3,981.68 EUR |
| Sudden death from illness | 3,318.07 EUR |
| Pupils and students | 3 / 4 / 5 EUR a year |
| Age | 18 to 65 |
Pros: the lowest price, online purchase, no medical exam and no price difference by age, a cheap package for pupils.
Cons: low sums, no hospital allowance or fractures, and Aktiv does not cover disability at all.
Our opinion: Aktiv Plus is a good add-on if you already have life insurance, but as your only policy it does not cover much. The pupils' package at 3 to 5 EUR is one of the best buys in this whole comparison.
4. UNIQA - Nezgoda & Zaštita
Foto: UNIQA, uniqa.hr
Families with children will find the only published fixed family package here: 52.51 EUR a year for all family members, or 4.37 EUR a month. Each member has permanent disability cover of 5,972.53 EUR, accidental death of 2,986.26 EUR, a hospital allowance of 9.95 EUR and accident costs up to 597.25 EUR. The individual package for ages 18 to 70 costs 75.74 EUR, with disability of 13,272.28 EUR and a fracture payment of 331.81 EUR.
Progression is up to 150% as standard, and 300% or 500% for an extra fee. Under the OUN 1-2023 general terms, healthy people can generally be insured up to age 85, the highest limit in this comparison. Prices come from a brochure showing both kuna and euro, so check them before signing. Online purchase is currently not possible.
| Item | Detail |
|---|---|
| Annual premium | 75.74 EUR (individual) / 52.51 EUR (whole family) |
| Permanent disability | 13,272.28 EUR (individual) / 5,972.53 EUR (family member) |
| Progression | 150% standard, 300% or 500% for an extra fee |
| Hospital daily allowance | 10.62 EUR / 9.95 EUR |
| Age | up to 85 (general terms) |
Pros: a family package for the whole family, progression up to 500%, cover up to age 85, monthly instalments.
Cons: prices from an older brochure, no online purchase, accident costs apply only in Croatia.
Our opinion: For a family of four, 52.51 EUR a year is very good value, although the sums per person are lower. For people over 75, UNIQA is the only option in this comparison.
5. GRAWE - PROGRESSIVE 300 and CARE4KID
Foto: GRAWE, grawe.hr
For parents who want cover for everyday childhood injuries, GRAWE has the most detailed product. CARE4KID, for children aged 1 to 18, comes in MINI and SUPER packages and pays 100 or 200 EUR for a fracture, burns or a cast worn longer than 15 days, 150 or 250 EUR for a lost permanent tooth and 100 or 200 EUR for a dog or snake bite. Permanent disability is 10,000 or 15,000 EUR with 200% progression, and help with schoolwork is included.
For adults there is PROGRESSIVE 300 in BASIC, SMART and PRO packages, with sums of 10,000, 20,000 and 30,000 EUR for disability and death. According to the 2026 IPID, progression goes up to 300%, the hospital allowance is 10 or 20 EUR, and SMART and PRO also cover bone fractures and cosmetic surgery up to 2,500 EUR. GRAWE does not publish prices.
| Item | Detail |
|---|---|
| Annual premium | on request (paid annually to monthly) |
| PROGRESSIVE 300 | 10,000 / 20,000 / 30,000 EUR, 300% progression |
| CARE4KID disability | 10,000 / 15,000 EUR, 200% progression |
| CARE4KID injuries | fracture, burns, cast 100 / 200 EUR |
| Children's age | 1 to 18 |
Pros: the best children's policy for minor injuries, high progression for adults, up-to-date IPIDs.
Cons: prices not published, online purchase not confirmed, no payout if you did not wear the required protective equipment and that affected the accident.
Our opinion: CARE4KID makes sense for active children who often end up in a cast. Ask for a quote and compare it with Sava's packages, whose prices are known.
6. Sava - accident insurance for pupils, students and children
Foto: Sava Osiguranje, freebiesupply.com
Sava has the best online offer for children and students: seven packages, all prices published and purchase in the webshop regardless of health. The cheapest package A at 8.89 EUR a year covers permanent disability of 5,000 EUR (10,000 EUR at 100%) and fractures up to 1,000 EUR. The strongest package G costs 66.74 EUR for children up to 14 and 42.96 EUR for older ones.
Package G brings permanent disability of 30,000 EUR, 60,000 EUR for full disability, 3,000 EUR for a fracture, a hospital allowance of 20 EUR and up to 2,000 EUR for medical costs. Cover applies 24 hours a day, including on school trips. Pupils and students up to their 26th birthday who are not employed can be insured, and death is covered only from age 14.
| Item | Detail |
|---|---|
| Annual premium | 8.89-66.74 EUR (children up to 14), 8.89-42.96 EUR (older) |
| Permanent disability | 5,000-30,000 EUR (100% up to 60,000 EUR) |
| Fracture | up to 3,000 EUR (package G) |
| Medical costs | up to 2,000 EUR (higher packages) |
| Who can be insured | pupils and students up to 26 |
Pros: online purchase, high sums for fractures and disability, regardless of health.
Cons: only for pupils and students, lower packages without medical costs, death only from age 14.
Our opinion: School insurance is a group policy with fixed sums. For 15 to 20 EUR a year, Sava's package C or D gives a child much better protection, and you buy it from home.
7. Allianz - accident insurance
Foto: Allianz, allianz.hr
Allianz's policy is fully tailored: you choose the sums and covers yourself, from death and permanent disability to a daily allowance for incapacity for work (up to 150 days, with a 7-day waiting period), a hospital allowance for up to 365 days, medical costs and bone fractures. The policy comes with assistance after an accident: help with housework, psychological support, costs of visits by close relatives in hospital and a second medical opinion.
According to the October 2025 IPID, people aged 14 to 75 can be insured, and risky sports can be covered for an extra fee. Allianz publishes no prices or example sums, so it comes last, although in breadth of cover and assistance it is among the most complete policies.
| Item | Detail |
|---|---|
| Annual premium | on request |
| Sums | by agreement, stated on the policy |
| Daily allowance for incapacity | up to 150 days, 7-day waiting period |
| Hospital daily allowance | up to 365 days |
| Age | 14 to 75 |
Pros: free choice of sums, daily allowance for sick leave, assistance after an accident, the newest terms.
Cons: no published prices, online purchase not confirmed, for children under 14 only funeral costs in case of death.
Our opinion: If you are self-employed and sick leave directly cuts your income, Allianz's daily allowance is a reason to ask for a quote. For basic protection you will pay less elsewhere.
What to look for when choosing
First look at the permanent disability sum and progression, because that is where the biggest payouts are. A policy with a sum of 7,963.37 EUR and a policy with 13,272.28 EUR plus 500% progression differ by more than 58,000 EUR in case of a severe injury. Then check what happens with minor injuries: are fractures, a hospital allowance and medical costs included?
Read the exclusions in the IPID document too. Extreme sports, martial arts, diving and motor sports are often not covered or cost extra. If you do any of these, ask the insurer before signing. Accident insurance does not replace health insurance, so cover the cost of treating illness with supplementary health insurance, and accidents abroad with travel insurance.
If you have a dispute with an insurer, you first send a complaint to the insurer, which must reply within 15 days. After that you can turn to HANFA, which replies within 30 days, or start mediation at the Mediation Centre of the Croatian Insurance Bureau.
Conclusion: which accident insurance to choose
| If you want... | Our recommendation | Annual premium |
|---|---|---|
| The highest payout for severe disability | Generali Paket 500 razloga | 109.71 EUR |
| The best ratio of price to sum | Wiener Protect Plus | 66 EUR |
| The cheapest policy bought online | Croatia osiguranje Aktiv Plus | 13.28 EUR |
| A policy for the whole family | UNIQA family package | 52.51 EUR |
| A children's policy for minor injuries | GRAWE CARE4KID | on request |
| An online policy for pupils and students | Sava packages A-G | 8.89-66.74 EUR |
| A daily allowance for sick leave | Allianz | on request |
The best accident insurance for most adults is Wiener Protect Plus, and anyone who wants the highest payout for severe disability will choose Generali's package. For children, the best choices are Sava's packages and Croatia osiguranje's pupils' package, both bought online, while GRAWE CARE4KID is worth a quote for active children. Before signing, compare the disability sum, progression and exclusions in the IPID. If you are also thinking about protecting your property, see our guide to home insurance.
Frequently asked questions
What does accident insurance cover?
Accident insurance covers the consequences of an accident: death, permanent disability and, depending on the policy, a hospital allowance, a daily allowance for sick leave, medical costs, fractures and burns. The amount is agreed in advance in the policy and is paid regardless of who caused the accident. Illnesses are generally not covered unless the policy explicitly says so.
How much does accident insurance cost?
In our comparison the annual premium ranges from 6.64 EUR for Croatia osiguranje's basic model to 109.71 EUR for Generali's Paket 500 razloga. Wiener Protect costs 30 EUR and Protect Plus 66 EUR a year. Policies for pupils and students range from 3 to 66.74 EUR. GRAWE and Allianz give prices only in a quote.
Is accident insurance worth it?
It is worth it mainly because of permanent disability, which can reduce your income for good. For 30 to 66 EUR a year, Wiener covers disability up to 30,000 EUR with progression up to three times the sum. Payouts generally are not reduced if you have several policies. If your life insurance has an accident rider, check its sums first.
Is school or individual insurance better for children?
School insurance is a group policy with fixed, often low sums. An individual policy, such as Sava's packages or GRAWE CARE4KID, gives higher sums for disability and fractures and applies 24 hours a day. Because this is sum insurance, payouts from both policies are generally not reduced, so a child can have both and receive payment from each of them.
Does accident insurance cover sports and recreation?
Recreation is usually covered, but extreme sports often are not. Wiener excludes recreational mountaineering, martial arts, horse riding, diving and motor sports. Allianz covers risky sports for an extra fee, and GRAWE does not pay if you did not wear the required protective equipment and that affected the accident. The list of exclusions is always in the IPID document.
How do I report an accident insurance claim?
Report the accident as soon as possible: Wiener and GRAWE require notice within 3 days, or as soon as your health allows. See a doctor straight away and keep your medical records and X-rays. Include the policy and proof of how the accident happened. Allianz pays within 14 days, or within 30 days if the circumstances need to be established.
Can I get paid from several accident policies?
Generally yes. Accident insurance is sum insurance, so the amount is set in the policy, and under the Civil Obligations Act the rules on double insurance apply to property. That is why each policy pays its own sum. The exception may be cover for actual medical costs, where you are reimbursed only for what you actually paid out of pocket.
How we tested and chose
We compared individual accident insurance policies from 13 insurers and intermediaries in Croatia. We chose the seven with the best-documented cover, giving priority to policies with published prices and sums. We ranked first by breadth of cover and progression, then by published prices and the ratio of price to sum, and then by the option to buy online. Triglav, Merkur and Adriatic were left out because they do not publish prices or sums on their websites, and Euroherc has no separate page for an individual policy.
We checked all data on 28 September 2026 on product pages, in IPID documents and in the general terms. Wiener's prices come from a January 2024 leaflet and UNIQA's from a brochure showing both kuna and euro, so confirm them before signing.
