According to publicly available data, the cheapest car leasing for private individuals in Croatia in September 2026 is at PBZ Leasing: a fixed rate of 6.10%, an APR (EKS) of 6.28%, no processing fee and no early repayment fee. For a 25,000 EUR car with a 20% down payment over 60 months, the monthly instalment is 384.01 EUR. The catch is that PBZ Leasing is the only one of the seven companies that publishes an APR for consumers. The others only give the rate in an individual offer, so we ranked them by fees, down payment and casco requirements. We checked everything on 29 September 2026 in the companies' price lists and in the HANFA register.

This article is for private individuals considering leasing a new or used car who want to know where the hidden costs are. Car leasing isn't just a contract with a leasing company: you'll also need insurance, so see our overview of the cheapest car insurance. Before applying, it's also worth knowing what banks and leasing companies check about your creditworthiness.

The data applies to financial leasing for consumers, based on price lists and general terms published as of 29 September 2026. "Not published" means we didn't find the figure in the company's public documents. For the exact price, ask for an offer with the APR.

How car leasing works and why the APR matters

With financial car leasing, the leasing company buys the vehicle, and you use it and pay it off in instalments. The company is the legal owner until the last instalment and buyout, after which the vehicle becomes yours. That's how the Leasing Act defines it: most risks and rewards pass to the lessee. With operating leasing, the vehicle stays with the company, there's no purchase option, and you return the car at the end of the contract.

The interest rate alone doesn't tell you what car leasing really costs. The APR (in Croatian EKS, effective interest rate) also includes fees such as processing and buyout, so offers should be compared by APR and the total amount you'll pay. At PBZ Leasing the difference is 6.10% versus 6.28%. At Agram Leasing, the APR also includes the casco premium for total loss and theft, which makes comparison with companies that don't require casco harder.

Financial leasing for consumers is in economic terms a consumer credit, so the Consumer Credit Act applies. It gives you two important rights. You can withdraw from the contract within 14 days without giving a reason (Art. 14). Early repayment is always allowed, and a fee may only be charged with a fixed rate, if you repay more than 10,000 EUR within 12 months, and then at most 1%, or 0.5% if less than a year remains on the contract (Art. 16). The act doesn't apply to operating leasing without a purchase obligation.

The law doesn't directly set a maximum APR. The Civil Obligations Act (Art. 26) caps the contractual interest rate at the statutory default interest rate plus half of that rate, when at least one party isn't a trader.

The leasing market in numbers

According to the HANFA register, 15 leasing companies operate in Croatia. Ten of them offer car leasing to private individuals. The rest finance only businesses, trucks or IT equipment. The seven companies in our comparison and three reserves (Toyota Financial Services, Impuls-Leasing and Mobil Leasing) therefore cover the entire market for private customers.

According to HANFA's 2025 annual report, 71,990 new leasing contracts were signed, of which 56,615 financial and 15,375 operating, with a total value of 2.09 billion EUR. Passenger and commercial vehicles made up 81.7% of the value of active contracts. In the first six months of 2026, 34,387 new financial leasing contracts were signed, more than a year earlier (31,871), while operating contracts numbered 8,226 (10,210 in 2025).

1. PBZ Leasing

PBZ Leasing logo, car leasing Photo: PBZ Leasing, pbz-leasing.hr

PBZ Leasing is the only company in the comparison that publishes a representative example with an APR for consumers. According to its representative cost example, for a 25,000 EUR vehicle with a 20% down payment (5,000 EUR) and a 60-month term, the rate is 6.10% fixed, the APR 6.28%, and the monthly instalment 384.01 EUR. Total interest is 3,392.27 EUR, and the buyout is 1% of the purchase value, 250 EUR in this example.

There's no processing fee for consumers and no fee for partial or full early repayment. Casco isn't listed as mandatory for financial leasing for private individuals; it's only required for operating leasing and for legal entities. The down payment is 20 to 70% of the gross vehicle value, and the term 12 to 84 months. As security, a notarised promissory note (solemnizirana zadužnica) is required, and you pay the notary's fee.

Item Detail
Rate / APR 6.10% fixed / 6.28% (example from 10.9.2025)
Example 25,000 EUR, 20% down, 60 months, instalment 384.01 EUR
Processing fee 0 EUR for consumers
Down payment 20-70%
Term 12-84 months
Buyout 1% of purchase value
Early repayment no fee
Casco not required (financial leasing, private individuals)

Pros: publicly published APR of 6.28%, no processing or early repayment fee, casco not required, new and used vehicles with terms up to 84 months.

Cons: at least 20% down payment, notary cost for the promissory note, 1% buyout (250 EUR on a 25,000 EUR car).

Our opinion: If you have a fifth of the car's price, PBZ Leasing is the benchmark. Only here do you know the APR in advance, so you can put every other offer next to its example.

2. Agram Leasing

Agram Leasing logo, car leasing Photo: Agram Leasing, agramleasing.hr

Agram Leasing is interesting mainly for used cars. The company has its own stock of used vehicles on a "turnkey" basis: you get the car inspected, registered and insured. Its calculator uses a nominal rate of 6.24% and a purchase option of 150 EUR including VAT, with terms of 36, 48 and 60 months.

The APR isn't published as a figure, and Agram says it includes the expected casco premium for total loss and theft. For consumers there's no contract fee and no reminder fee. Amending the contract at your request costs 100 EUR, and changing the guarantor or security instrument 80 EUR. Early repayment is charged within the legal limits, up to 1% of the remaining principal. The term goes up to 84 months, depending on the vehicle's age.

Item Detail
Rate 6.24% (calculator rate)
APR not published, includes casco for total loss and theft
Contract fee 0 EUR for consumers
Purchase option 150 EUR incl. VAT
Term up to 84 months, depending on vehicle age
Contract amendment 100 EUR

Pros: published rate of 6.24%, no contract fee, low 150 EUR buyout, used car with registration and insurance in one place.

Cons: APR not published as a figure, you need to count on casco, the consumer fee decision dates from 2022, smaller network than bank-owned leasing companies.

Our opinion: For a used car without visiting five offices, Agram is a practical choice. The nominal rate is close to PBZ's, but casco in the APR means you should compare the real cost on the whole offer.

3. Raiffeisen Leasing

Raiffeisen Leasing logo, car leasing Photo: Raiffeisen Leasing, raiffeisen-leasing.hr

From here on, interest rates aren't public, so the order depends on fees. Raiffeisen Leasing has the most favourable consumer price list among those we checked. According to its fee decision, there's no application processing fee, and early repayment or termination is free, with both fixed and variable rates.

The general terms for consumers say the company doesn't require casco for vehicles. Raiffeisen finances new and used vehicles of all brands and also offers seasonal instalments to private individuals. The calculator on its website asks you to enter the interest rate yourself, so it doesn't give a quick instalment estimate. The minimum down payment and term for private individuals aren't published.

Item Detail
Rate / APR not published
Processing fee 0 EUR for consumers
Early repayment no fee
Casco not required
Vehicles new and used, all brands
Special seasonal instalments for private individuals too

Pros: no processing fee, no early repayment fee, casco not required, seasonal instalments.

Cons: rate and APR not public, term and down payment for private individuals not published, the calculator doesn't give a rate.

Our opinion: If you plan to pay off the lease early, Raiffeisen's price list is the cleanest. Ask for an offer with the APR and compare it with PBZ's example.

4. OTP Leasing

OTP Leasing logo, car leasing Photo: OTP Leasing, otpleasing.hr

If a low instalment matters to you, OTP Leasing offers the longest car leasing in the comparison: up to 10 years for vehicles, while its calculator works with 12 to 84 months. According to its consumer price list, there's no processing fee for financial leasing. For operating leasing it's 1.5% of the vehicle value excluding VAT, or 3% in sales promotions.

The calculator requires at least a 20% down payment for financial leasing. The minimum financing amount is 5,000 EUR. Early repayment is free except in the cases the law allows (1% or 0.5% with a fixed rate and repayment over 10,000 EUR). Mutual termination without early repayment costs 3%, at least 132.50 EUR. OTP also has a 50/50 promotion with half the price now and half in a year. We didn't confirm the casco requirement in its general terms.

Item Detail
Rate / APR not published
Processing fee 0 EUR (financial), 1.5% (operating)
Down payment at least 20% (calculator)
Term up to 10 years
Early repayment 0 EUR, except legal exceptions
Contract amendment 66 EUR / 132.50 EUR with rescheduling

Pros: no processing fee for financial leasing, terms up to 10 years, financing from 5,000 EUR, new and used vehicles.

Cons: rate and APR not public, at least 20% down payment, 1.5% processing fee for operating leasing.

Our opinion: A longer term means a lower instalment, but also more total interest. OTP makes sense if the monthly amount is what matters most; check the total cost in the repayment plan.

5. Porsche Leasing

Porsche Leasing, financial leasing for VW Group vehicles Photo: Porsche Leasing, porscheleasing.com.hr

Porsche Leasing is the only one offering financial leasing with a 0% down payment, but only for Volkswagen Group brands: Volkswagen, Audi, ŠKODA, SEAT, CUPRA, VW Commercial Vehicles and Porsche, plus used Das WeltAuto and Mobifinance vehicles. According to its consumer fee rules, the contract fee is 99 EUR, and 0 to 98.99 EUR in promotions.

Early repayment is free, and you can pay in a larger amount at any time with notice. The buyout instalment is 150 EUR, and with Financial Leasing Plus the final instalment is larger, so monthly payments are lower. The term is 12 to 84 months, with no mileage limit. You choose between a fixed and a variable rate, but the rate isn't published, and we didn't confirm a casco requirement in the fee rules.

Item Detail
Rate / APR not published, fixed or variable
Contract fee 99 EUR (promotions 0-98.99 EUR)
Down payment from 0%
Term 12-84 months
Buyout 150 EUR
Early repayment no fee

Pros: 0% down payment, no early repayment fee, buyout only 150 EUR, no mileage limit.

Cons: VW Group vehicles and selected used cars only, 99 EUR outside promotions, rate and APR not public.

Our opinion: If you've already decided on a Škoda or a Volkswagen but have no down payment, Porsche Leasing is the logical first question at the dealer. Ask about the promotional fee too, because it can drop to zero.

6. Erste Leasing

Erste Leasing logo, car leasing Photo: Erste Leasing, ersteleasing.hr

Erste & Steiermärkische S-Leasing has separate general terms for consumer financial leasing without mandatory casco, with compulsory motor liability insurance plus additional driver and passenger cover. Most companies don't state this so directly. It finances new and used passenger cars of all brands, and you can apply online.

According to its fee decision of 19.2.2026, the contract fee is 95 EUR, an amendment 90 to 95 EUR, and issuing documents 16 EUR. Early repayment costs 17.50 EUR, but no more than the legal 1% or 0.5%. Mutual termination after the vehicle is delivered costs 4% of the remaining value. The term goes up to 84 months, and the rate and down payment aren't published.

Item Detail
Rate / APR not published
Contract fee 95 EUR
Early repayment 17.50 EUR, max. 1% / 0.5%
Mutual termination 4% of remaining value
Term up to 84 months
Casco terms without casco requirement available

Pros: contract possible without mandatory casco, new and used vehicles of all brands, online application, terms up to 84 months.

Cons: rate and APR not public, 95 EUR contract fee, expensive mutual termination (4%).

Our opinion: For an older used car where casco doesn't pay off, Erste is one of the few that explicitly allows it. Ask for both versions of the offer, with and without casco.

7. UniCredit Leasing

UniCredit Leasing logo, car leasing Photo: UniCredit Leasing, unicreditleasing.hr

UniCredit Leasing Croatia has the highest contract fee we verified: 160 EUR for consumers. In return, early repayment is free, and casco isn't mandatory, since the general terms only say the lessee may take it out. Until 31 December 2026, a promotion includes casco for the first year, with motor liability insurance arranged through UniCredit Leasing at HOK osiguranje.

Its special feature is the models for new vehicles: Leasing 33-33-33 (33% down payment, 2-year term) and Leasing 50-50 (50% down payment, 12-month term). The website also mentions leasing without a down payment. For private individuals there's an age limit of 65 at the time of application. According to the fee decision extract, a contract amendment costs 65 EUR excluding VAT, and mutual early termination 100 EUR.

Item Detail
Rate / APR not published
Contract fee 160 EUR
Early repayment no fee
Casco not required
Special models 33-33-33 (2 years), 50-50 (12 months)
Age limit 65 at the time of application

Pros: no early repayment fee, casco not required, possible without a down payment, promotion with casco for the first year until the end of 2026.

Cons: the highest contract fee (160 EUR), age limit of 65, rate and APR not public.

Our opinion: The 50-50 model only makes sense if you're sure to have the second half of the money in a year. For standard repayment over five years, a 160 EUR fee isn't decisive, but the APR is.

Conclusion: which car leasing is cheapest

If you want... Our pick Key figure
The lowest published APR PBZ Leasing APR 6.28%
A "turnkey" used car Agram Leasing rate 6.24%, buyout 150 EUR
The fewest fees Raiffeisen Leasing 0 EUR processing and early repayment
The lowest instalment over a longer term OTP Leasing term up to 10 years
Leasing with no down payment (VW Group) Porsche Leasing 0% down payment
A contract without mandatory casco Erste Leasing separate general terms
Annual repayment of a new car UniCredit Leasing 33-33-33 and 50-50

Based on verifiable data, the cheapest car leasing is at PBZ Leasing, because it's the only one that publishes an APR and it doesn't charge processing or early repayment fees. At the other companies, you'll only learn the real price from an offer. Ask for at least three offers for the same vehicle, the same down payment and the same term, and compare the APR and the total amount payable, not just the instalment. If you're torn between car leasing and a loan, see also what affects your credit score, because it determines the terms in both cases.

Frequently asked questions

Is car leasing cheaper than a loan?

You can't tell in advance, so compare the APR and the total amount payable. For a 25,000 EUR car with a 20% down payment over 60 months, PBZ Leasing publishes an APR of 6.28% and a total of 28,392.27 EUR. With leasing, the vehicle belongs to the leasing company until buyout, while with a loan it's yours immediately.

How much down payment do I need for car leasing?

It depends on the company. PBZ Leasing requires 20 to 70% of the gross vehicle value, and OTP's calculator at least 20% for financial leasing. Porsche Leasing offers financial leasing from a 0% down payment for VW Group vehicles, and UniCredit Leasing mentions leasing without a down payment.

Can a private individual take out an operating lease?

Yes. PBZ Leasing, Erste Leasing, Impuls-Leasing and Mobil Leasing offer operating leasing to private individuals too. The vehicle stays owned by the leasing company, you pay VAT with each instalment, and you return the car at the end of the contract. Without a purchase obligation, the Consumer Credit Act doesn't apply.

What is the APR and why does it matter more than the rate?

The APR (EKS) is the effective interest rate, which includes costs like processing and buyout on top of interest, so it shows the real price better. At PBZ Leasing the rate is 6.10% and the APR 6.28%. At Agram Leasing, the APR also includes the casco premium for total loss and theft.

Can I pay off a lease early and what does it cost?

Consumers always have the right to early repayment. A fee is only allowed with a fixed rate, if you repay more than 10,000 EUR within 12 months, and then at most 1% or 0.5%. PBZ Leasing, Raiffeisen Leasing, UniCredit Leasing and Porsche Leasing don't charge consumers this fee.

Is casco mandatory for car leasing?

Not always, but motor liability insurance is mandatory. Raiffeisen Leasing doesn't require casco, PBZ Leasing requires it only for operating leasing and legal entities, and Erste has terms without a casco requirement. UniCredit doesn't prescribe it, while Impuls-Leasing requires full casco.

Can I lease a used car?

Yes. PBZ Leasing finances new and used vehicles, OTP Leasing all new and used vehicles from authorised dealers, and Agram Leasing has its own stock of used vehicles on a "turnkey" basis. The longest term usually depends on the vehicle's age, at Agram up to 84 months.

When do I become the owner of the car in financial leasing?

After paying all instalments and the buyout value. Until then, the leasing company is the legal owner and you're the economic owner. The buyout is 1% of the purchase value at PBZ Leasing, 150 EUR at Porsche Leasing, and 150 EUR including VAT in Agram's calculator.

Can I withdraw from a leasing contract after signing?

With financial leasing, a consumer can withdraw within 14 days without giving a reason, in writing, under Art. 14 of the Consumer Credit Act. PBZ Leasing, Raiffeisen Leasing and Porsche Leasing explicitly state this right in their terms.

How do I check whether a leasing company is legal?

Check the register of leasing companies on the HANFA website. In September 2026 there are 15 companies on the list, and only they may carry out leasing business in Croatia. A company must reply to a consumer's written complaint within 15 days.

How we tested and chose

We reviewed all 15 companies in HANFA's register of leasing companies. We rejected five because they don't offer car leasing to private customers: BKS-leasing works only with legal entities, Ayvens with businesses and fleets, i4next finances IT equipment, and Scania and Volvo Financial Services trucks. Of the remaining ten, seven are in the comparison and three are reserves.

We checked the terms on 29 September 2026 in the price lists, fee decisions, general terms for consumers and representative examples on the companies' websites. Only PBZ Leasing publishes an APR, and Agram Leasing the rate from its calculator. Places 3 to 7 are therefore ranked by published fees and terms (processing, early repayment, casco), not by interest rate. The truly cheapest offer depends on your vehicle, down payment and creditworthiness, so this overview is a starting point for requesting offers, not a replacement for them.
