Personal loans (nenamjenski krediti) are cash loans you can spend on whatever you like, from a car to a bathroom renovation, without proving what the money is for. In September 2026, the lowest APR (EKS) in our comparison belongs to OTP's online loan Cash2go: 4.99% fixed with an APR of 5.12% for 10,000 euros over 7 years, with no processing fee. RBA's online loan follows with an APR of 5.64%, and ZABA's m-kredit without insurance with 5.85%. We checked the offers of 10 banks in their official documents on 28 September 2026.

This article is for anyone considering a cash loan of up to 50,000 euros in Croatia who wants to know what it really costs. The PBZ, HPB and Agram banka promotions end as soon as 30 September 2026. The average rate on new non-housing and other household loans in July 2026 was 5.29%, according to the Croatian National Bank (HNB). Before applying, check your creditworthiness too.

*HPB's APR includes a repayment insurance policy of 585 euros, and the rate is combined. The examples differ in amount and term, so they aren't directly comparable. The closest are OTP, ZABA and PBZ, which use 10,000 euros over 7 years.

1. OTP banka - Cash2go online cash loan

OTP banka logo, Cash2go online cash loan Photo: OTP banka, Wikimedia Commons

The personal loans we compared differ by more than one percentage point in APR, and OTP's Cash2go has the lowest. According to the bank's general information, 10,000 euros over 7 years at a fixed 4.99% gives an APR of 5.12%, a monthly instalment of 141 euros and a total repayable amount of 11,913 euros. Total interest comes to 1,869 euros.

Cash2go is arranged through OTP digital banking, up to 30,000 euros. In a branch the rate ranges from 4.99% to 6.39% depending on your relationship with the bank, and the loan goes up to 40,000 euros. The term is up to 10 years. OTP charges neither a processing fee nor an early repayment fee.

Item Detail
Rate 4.99% fixed (online)
APR (example) 5.12% (10,000 EUR / 7 years)
Total repayable 11,913 EUR
Maximum amount 30,000 EUR online / 40,000 EUR in branch
Fees No processing or early repayment fee

Pros: the lowest APR in the comparison, and early repayment is free.

Cons: the lowest rate applies only online and up to 30,000 euros, and you need OTP digital banking.

Our opinion: If you're already an OTP client, Cash2go is hard to beat. For a larger amount in a branch, check which rate you get, as the range goes up to 6.39%.

2. RBA - online cash loan

RBA's online loan is arranged entirely through mojaRBA with a qualified electronic signature, and it's also available to clients of other banks. According to the bank's terms, applicable from 17 September 2026, 10,000 euros over 60 months at 5.50% gives an APR of 5.64% and an instalment of 191.01 euros.

The total repayable is 11,504.30 euros, with no processing fee. If you use the loan to refinance existing RBA debts, the rate is 6.00%. The loan goes up to 50,000 euros with at least one income paid into RBA, otherwise up to 40,000 euros, and the term is up to 120 months. Early repayment is free.

Item Detail
Rate 5.50% fixed (6.00% with refinancing)
APR (example) 5.64% (10,000 EUR / 5 years)
Total repayable 11,504.30 EUR
Maximum amount 50,000 EUR with income at RBA
Arrangement 100% online, also for clients of other banks

Pros: fully online arrangement, with no processing or early repayment fee.

Cons: the example is over 5 years, so the APR isn't directly comparable with longer terms, and the rate is higher for refinancing.

Our opinion: If you're not an OTP client and don't want to visit a branch, RBA gives you an almost equally good offer. The shorter example term flatters the APR a little, so ask the app for a calculation for your own term.

3. HPB - cash personal loan

HPB logo, cash personal loan Photo: HPB, Wikimedia Commons

Among the banks whose personal loans are in this comparison, HPB has the lowest starting rate, but in a combined version. In a promotion until 30 September 2026, the rate is 3.95% fixed for the first 2 years and then variable, currently 5.15%, with client status. According to the bank's page, 15,000 euros over 10 years gives an APR of 5.70%.

That APR includes a repayment insurance policy of 3.90% of the amount, or 585 euros. The regular fixed rate for the whole term is 4.95%, with an APR of 5.97% including the same policy. The loan goes up to 40,000 euros and 10 years. After 2 years, the variable rate is tied to 6M EURIBOR plus 2.55 percentage points, so the instalment can rise.

Item Detail
Rate (promotion) 3.95% for 2 years, then 6M EURIBOR + 2.55 pp
Fixed for whole term 4.95%, APR 5.97%
APR (promotion) 5.70% (15,000 EUR / 10 years, with policy)
Maximum amount 40,000 EUR
Promotion Until 30 Sep 2026, with client status

Pros: the lowest starting rate and a low regular fixed rate.

Cons: the combined rate carries a risk of rising, the APR includes a policy, and the promotion ends on 30 September.

Our opinion: We find HPB's regular fixed rate of 4.95% more interesting than the promotional one, because there's no risk of it rising after two years. Before signing, ask what the instalment is without the policy.

4. Zagrebačka banka - m-kredit

Zagrebačka banka logo, m-kredit Photo: Zagrebačka banka, Wikimedia Commons

ZABA's m-kredit is arranged in the m-zaba app, and up to 30,000 euros with no paperwork and no notary, for permanent employees who have received their salary at ZABA for at least 6 months. According to the bank's page, 10,000 euros over 84 months at 5.69% without insurance gives an APR of 5.85%.

Personal loans with an insurance policy often look cheaper than they are, and ZABA is the best example: with mandatory life insurance the rate falls to 5.19%, but the APR rises to 6.70%, because the premium is counted in the cost. There's no processing fee. The loan goes up to 50,000 euros and 120 months. The m-zaba promotion ran from 20 August to 14 September 2026 and has ended.

Item Detail
Rate 5.69% without insurance / 5.19% with insurance
APR (example) 5.85% without / 6.70% with insurance
Example 10,000 EUR / 84 months
Maximum amount 50,000 EUR (m-zaba paperless up to 30,000 EUR)
Processing fee None

Pros: up to 30,000 euros with no paperwork or notary, and no processing fee.

Cons: the best terms only for clients paid into ZABA, and the total repayable isn't published.

Our opinion: For ZABA clients, m-kredit is convenient, but choose the version without insurance. A difference of 0.85 percentage points in APR over 7 years isn't small.

5. Erste banka - George cash loan

Erste banka logo, George cash loan Photo: Erste Bank, Wikimedia Commons

Of the banks that publish payout times, Erste is the fastest: according to the bank's page, a decision in the George app arrives on average in under 5 minutes, and payout in about 18 minutes. The headline rate is 5.90% fixed, and for 10,000 euros over 72 months the APR is 6.07%.

The loan is also available to clients whose income is paid into ZABA, PBZ or RBA; they bring their documents to a branch. It goes up to 40,000 euros and 10 years. For early repayment you can arrange an option for extra payments with no fee. The processing fee and total repayable amount aren't published on the page, and the notarised promissory note is a cost outside the APR.

Item Detail
Rate 5.90% fixed
APR (example) 6.07% (10,000 EUR / 72 months)
Speed Decision < 5 min, payout about 18 min
Maximum amount 40,000 EUR
Early repayment No fee with the arranged option

Pros: very fast payout and an option for early repayment with no fee.

Cons: the processing fee isn't published, and the notary cost comes on top of the APR.

Our opinion: If you need the money today, Erste is the fastest route. If you can wait a day or two, OTP or RBA give a lower APR.

6. PBZ - personal loan

PBZ logo, personal loan Photo: PBZ, Wikimedia Commons

Until 30 September 2026, PBZ offers a promotional fixed rate of 5.48% to 6.18%. According to the representative example, 10,000 euros over 7 years at 5.91% gives an APR of 6.07%, an instalment of 145.65 euros and a total repayable of 12,284.34 euros.

After the promotion, the rate in the same example rises to 6.11%, with an APR of 6.28%. With a repayment insurance policy of 417.48 euros, the rate falls to 5.21%, but the APR rises to 6.67%. Holders of a PBZ mortgage get a lower rate, from 4.68% to 5.38%. The loan goes up to 44,000 euros and 120 months. Statutory rules apply to early repayment, and PBZ also offers automatic partial repayment.

Item Detail
Rate (promotion) 5.48-6.18%, example 5.91%
APR (example) 6.07% (10,000 EUR / 7 years)
After 30 Sep 6.11%, APR 6.28%
With policy 5.21%, APR 6.67%
Maximum amount 44,000 EUR

Pros: a lower rate for PBZ mortgage holders and a clear representative example.

Cons: the promotion ends on 30 September, and the policy raises the APR.

Our opinion: If you're already repaying a PBZ mortgage, a 4.68% rate will be hard to find elsewhere. For others, after the promotion it sits mid-table.

7. Croatia banka - personal loan without mortgage

Croatia banka logo, personal loan Photo: Croatia banka, Wikimedia Commons

Croatia banka offers a fixed rate of 5.69% to 5.99% with client status, and 5.99% to 6.29% without. According to the bank's general information from July 2026, 13,000 euros over 8 years at 5.79% gives an APR of 6.25%, an instalment of 169.51 euros and a total of 16,496.15 euros.

There's also a combined rate, fixed for 5 years and then tied to 6M EURIBOR. There's no processing fee, and early repayment is free with prior written notice. The loan ranges from 1,000 to 40,000 euros and from 36 to 120 months. Above 15,000 euros an extra security is required, for example a guarantor, a 20% deposit or a policy.

Item Detail
Rate 5.69-5.99% clients / 5.99-6.29% others
APR (example) 6.25% (13,000 EUR / 8 years)
Total repayable 16,496.15 EUR
Maximum amount / term 40,000 EUR / 120 months
Early repayment Free

Pros: free early repayment and no processing fee.

Cons: a higher APR than the online offers, and above 15,000 euros you need a guarantor or deposit.

Our opinion: If you plan to repay the loan early, Croatia banka doesn't penalise it. On price, it trails OTP and RBA.

How the other banks compare

Bank Rate APR Example Note
Agram banka From 5.00% 6.26% 30,000 EUR / 10 years APR includes a 1,473 EUR policy, processing fee 70 EUR (waived until 30 Sep)

KentBank 5.70% 6.67% 11,000 EUR / 60 months Maximum 31,000 EUR and 5 years

Sources: Agram banka, Addiko and KentBank. If you need a smaller amount for a shorter time, see credit cards too, and for buying property, mortgages, which have much lower rates.

Rules that apply to personal loans

The maximum APR is 7.40%. Under the Consumer Credit Act (Art. 20.a), the APR of a consumer loan may be at most the statutory default interest rate plus 2 percentage points. The default rate from 1 July 2026 is 5.40%, according to Zagrebačka banka, so the cap is 7.40%.

Early repayment fee. Unlike mortgages, personal loans can carry an early repayment fee, but it's capped (Art. 16): at most 1% of the amount repaid early if more than a year remains, or 0.5% if less. It may only be charged during the fixed-rate period and only if you repay more than 10,000 euros within 12 months. OTP, RBA and Croatia banka don't charge it.

A processing fee is allowed, but most banks in the comparison don't charge one. Agram banka charges 70 euros, except for loans approved by 30 September 2026.

HNB limits. Repayments on all loans may be at most 40% of income, and personal loans not secured by property may run for at most 10 years, according to the HNB. Banks may exceed this for up to 10% of such loans. The HNB proposed cutting that quota to 5% from 1 October 2026, but we couldn't confirm a final decision at the time of writing.

New law from 20 November 2026. Also important for personal loans is the new Consumer Credit Act, which merges the existing laws and implements the EU consumer credit directive, according to the Ministry of Finance. The early repayment fee rule stays the same. With every loan you also have the right to withdraw from the contract within 14 days without giving a reason.

The best personal loans in Croatia in 2026 with the lowest cost are the online loans from OTP and RBA, with APRs of 5.12% and 5.64%. Neither bank charges for processing or early repayment. With every offer, look at the APR, not just the rate, because an insurance policy can lower the rate and raise the total cost at the same time. The statutory cap is 7.40%, and the highest APR in the comparison is 6.97%, at PBZ with an insurance policy. We explain how banks assess applications in our guide to credit scores.

Frequently asked questions

Which bank has the best personal loan in Croatia in 2026?

According to representative examples checked on 28 September 2026, the lowest APR belongs to OTP's online Cash2go loan: 4.99% fixed with an APR of 5.12% for 10,000 euros over 7 years, with no processing fee. RBA's online loan follows with an APR of 5.64%, and ZABA's m-kredit without insurance with 5.85%. Your final rate depends on your creditworthiness.

How much can I borrow as a personal loan without a mortgage?

Most commonly 40,000 euros (OTP in branch, Erste, HPB, Agram, Croatia banka), PBZ up to 44,000 euros, and ZABA, RBA and Addiko up to 50,000 euros with extra conditions, for example income paid into the bank. KentBank lends up to 31,000 euros. The repayment term is at most 10 years, which is also the HNB limit for loans not secured by property.

Do banks charge a processing fee on a personal loan?

The law allows a processing fee on a personal loan, but most banks don't charge one: ZABA, OTP, RBA, Addiko, Croatia banka and KentBank explicitly state there is none. Agram banka charges 70 euros, except for loans approved in the promotion until 30 September 2026. An extra cost can be a notary for the promissory note on larger amounts.

How much is the early repayment fee on a personal loan?

Under the Consumer Credit Act, at most 1% of the amount repaid early if more than a year of the loan remains, or 0.5% if less. It applies only during the fixed-rate period and only if you repay more than 10,000 euros within 12 months. OTP, RBA and Croatia banka don't charge for early repayment.

Is an insurance policy worth taking with a cash loan?

A policy often lowers the nominal rate, but its premium is included in the APR, so the total cost goes up. At ZABA, the rate with insurance is 5.19% and the APR 6.70%, while without insurance the rate is 5.69% and the APR 5.85%. At PBZ, a policy raises the APR from 6.07% to 6.67%. Only take a policy if you really need it.

How we tested

The personal loans in this comparison come from 10 banks. We checked every figure on 28 September 2026 in the banks' official documents: general information, representative examples and product pages, using the latest valid version of each document. We ranked by the APR from the representative example, noting where examples aren't comparable because of amount, term or an insurance policy. We checked the legal rules in the text of the Consumer Credit Act.

We didn't include Istarska kreditna banka, Partner banka or Karlovačka banka because we couldn't find published data to compare. We didn't request individual offers. Your actual rate depends on your creditworthiness, amount and term. This article is for information only and is not financial advice.
